You can sign it before a notary in Spain, followed by an apostille (Hague Convention), or free of charge at a consulate of the Republic of Moldova. For CIS states and countries with which Moldova has legal-assistance treaties, a Moldovan power of attorney may be recognised without an apostille; for Spain, the usual route is a notary plus apostille, or the consulate.
