Moldova immigration, residence permit and asylum lawyer for foreigners

The Law Office of Attorney Bîrcă Ludmila assists foreign nationals and the Moldovan diaspora with immigration matters in the Republic of Moldova: obtaining and renewing residence permits, securing legal status, appealing decisions of the General Inspectorate for Migration (IGM), and representation before administrative authorities. With 15 years in legal practice and 20 years in law, we work in English, Romanian and Russian, and offer remote consultations so you can begin without travelling to Chișinău.

Immigration and residence permit services in Moldova

We advise foreign nationals on lawful entry and stay under the Law No. 200/2010 on the regime of foreigners in the Republic of Moldova. Each matter is assessed individually according to the purpose of stay, whether employment, studies, family reunification, business activity or another lawful ground.

Our role is to set out your options clearly, confirm eligibility conditions and the required documents, and help you file a complete, correctly prepared application from the start.

  • Temporary and permanent residence permits, and renewals
  • Residence rights for work, study or family reunification
  • Registration obligations and record-keeping for foreigners
  • Guidance on conditions of lawful entry and stay
  • Support for foreign nationals running a business or holding interests in Moldova

Appealing IGM decisions and refusals

When the General Inspectorate for Migration refuses an application, revokes a right of residence, or orders a removal measure, the decision can be challenged within the framework of the law. We review the grounds relied on by the authority and identify the relevant legal arguments and evidence.

The procedure may involve a prior administrative complaint followed, where appropriate, by an action before the administrative court under the Administrative Code. Deadlines are strict, so we recommend seeking advice as soon as possible after a decision is received.

Asylum and protection for applicants

We provide information and legal assistance to people seeking a form of protection in the Republic of Moldova, in their dealings with the competent asylum authority. We explain the procedure, the applicant's rights, and the stages of examination.

Every asylum case turns on its own facts, and any assessment depends on individual circumstances. These matters are handled discreetly and with full respect for attorney-client confidentiality.

Remote service for foreigners and diaspora

Many of our clients are based abroad, in Italy, Germany, France, the United Kingdom and elsewhere, or are foreign nationals who have not yet arrived in Moldova. We are set up to work with you wherever you are.

Where the law allows, we can handle parts of a matter by power of attorney, so documents can be prepared and filed without your physical presence at every step.

  • Initial consultation by Zoom, WhatsApp or Viber
  • Document handling and filing by power of attorney where permitted
  • Coordination of translations, legalisation and apostille where needed
  • Updates and correspondence in English throughout
  • Assistance for foreign nationals with family, property or business ties to Moldova

Orientative costs and fees

Fees are set individually according to the complexity of the matter, the volume of work, and the type of procedure. We can agree a fee for a single consultation, for handling a complete application, or for representation in an appeal.

Any state fees or figures mentioned are indicative and may change under applicable legislation, so we confirm them when taking on the matter. Translation, legalisation or apostille costs may apply in addition, depending on your situation.
